TRC Canada Must Expand It’s Mandate & Governments of Canada & USA, &, INAC Must Pass Enabling Legislation

April 10, 2013, To date TRC-Canada still has not expanded its mandate to include those victims-survivors of the Canadian Scoops who were not kept within Canada but rather placed in USA (and west Europe), a.k.a., USA Placed Victims-Survivors of The Canadian Scoops. Though (1) USA Placed Victim-Survivor of The Canadian Scoops has been recognized by TRC-Canada and successfully applied that status to his US Citizenship and Naturalization Applications, there are potentially thousands of other USA Placed Victims-Survivors of The Canadian Scoops left uncertain as to how to obtain the documentation necessary to also safely & successfully come forward, and legitimize their immigration status and identity in USA.
TRC-Canada must expand it’s mandate to recognize this population of Scoop victims & Government of Canada, Government of USA, &, Indian and Northern Affairs Canada need to pass legislation that genuinely enables these individuals to use their status as victims of this particular genocide so that they can safely and successfully come forward.
If USA Placed Victims-Survivors of The Canadian Scoops are not recognized in USA and therefore don’t get that assistance, the USA is going to have too many people continuing to ‘hide’, use aliases, state that they are USA citizens when they are not (that is a felony every time they do it).
USA Placed Victims-Survivors of The Canadian Scoops do not need to live in that kind of gross ambiguous uncertainty; these are North American Indians, i.e., once they are able to get their paperwork including blood quantum letters, birth certificates, record of how & when they came to USA, etc., they will get their green cards, their North American Indian Status Cards. More: if the right legislation is drafted, these individuals will, most likely, like my former client, get any felony charges related to use of false names, any actions committed based on belief that they were USA citizens, etc. dropped/dismissed.
