‘David Delcontie is still trying to piece together his lost childhood’

April 28, 2013, Though David Delcontie is a Scoop Victim kept within Canada and therefore fully recognized by TRC-Canada and not a USA Placed Victim-Survivor of The Canadian Scoops, the mystery surrounding his identity and the complications he faces when trying to discover exactly how, why and who Scooped him, and how to repair the damage, are similar to that which USA (and west Europe) placed victims-survivors of Canadian Scoops endure.

TRC-Canada should expand it’s mandate to include ALL USA (and west Europe) Placed Victims-Survivors of The Canadian Scoops because that recognition will encourage governments of all involved countries to provide adequate outreach and support for victims-survivors.
