Albeit there has not been as much progress as initially achieved when 1st USA Placed Victim-Survivor of Canadian Scoops was recognized by TRC-Canada and that recognition was used to achieve expedited approval of same individual’s USA Citizenship (2012), that initial success continues to provide precedent, a framework by which others can similarly achieve INAC recognition (North American Indian Status Card and North American Indian Blood Quantum Letters) and then USA Citizenship because it makes it easier for other USCIS officers to approve US Citizenship and Naturalization applications on same basis, i.e., Canada Scoops is genocide recognized by USCIS as a result of the approval of this 1st N-400 Application of USA Placed Victim-Survivor of Canada Scoops.
TRC – Commission Maine, on the other hand, because it remained so limited in scope, while it might not provide Canada Scoop Victims placed in USA with any tools by which to achieve recognition & restitution in USA, it may help victims simply by reminding them of the efficiency of USA civil courts and private arbitration and negotiation forums, an efficiency and focus that doesn’t usually exist in political forums such as TRC-Maine is.
